Crop loan disbursement to farmers dips this Kharif

The farmers in Nagpur district expected good harvest this year but their hopes were dampened by hig-intensity rainfall causing floods. Many were forced to opt for re-sowing this Kharif season. For the purpose, they required money. However, officials figures show that even the institutionalised crop loan disbursement this time is lower than that in the previous year.
As per the official data, the crop loan disbursement was Rs 141.18 crore in 2008-09. As against the target of Rs 266.66 crore, the actual disbursement was only 52.94 per cent. The next year, disbursement was 102.96 per cent of the target. In 2010-11, it declined again to 79.88 per cent of target; followed by slight rise to 83.36 per cent of the target the next year. In 2012-13, the target for crop loan disbursement was Rs 650.19 crore and actual disbursement was more than that at Rs 678.55 crore.
For the Kharif season of 2013-14, the Government had set a target of Rs 691.47 crore for crop loan distribution to farmers. The loan was to be disbursed through Nagpur District Central Co-operative Bank (NDCCB) Limited, nationalised banks, and rural banks. There was a good demand from farmers. However, sources in the Co-operatives Department and Agriculture Department said, there were problems with loan disbursement through NDCCB as well as nationalised/commercial banks.
As per the official report, NDCCB has not received refinance from Maharashtra State Co-operative Bank and hence it could not disburse crop loan to all its eligible members. Till August 31, 2013, NDCCB could disburse crop loan of Rs 179.11 crore to 26,841 of its members. The office of District Deputy Registrar contacted remaining 8,973 farmers for preparing their crop loan applications to be made to nationalised banks. Of these members, around 7,500 received crop loan from commercial banks and 1,200 had denied to go to commercial banks.
According to officials in the know of things, there were certain issues relating to conversion of loans also. In 2012-13, a total of 124 villages in Nagpur district had reported below 50 per cent of the normal yield. The actual crop loan disbursed in these villages was Rs 23.4471 crore through 53 primary agricultural co-operative societies. And, 448 farmers were eligible for conversion of loan amount of Rs 2.8035 crore. Considering their case positively, the district administration has requested all commercial banks to finance these farmers.
Sources said that crop loan disbursement this Kharif season has been lower than that last year. This has created troubles specially for farmers opting for resowing due to floods. As a result, added sources, there is likelihood of many farmers turning to private money-lenders for debt.
