‘Dis’advantage Vidarbha: 40% of posts in MIDC office vacant

Staff Reporter
“The Government of Maharashtra is keen on leveraging Vidarbha’s inherent strengths and facilitate the region’s transformation into a premium investment destination for a host of industries,” observed Chief Minister Prithviraj Chavan in his message in the study ‘Advantage Vidarbha - An Emerging Business Destination’ conducted by KPMG.
However, the Government of Maharashtra does not appear to be serious enough in transforming Vidarbha region into a premium investment destination. Else, how can one explain over 40 per cent posts lying vacant in Regional Office of Maharashtra Industrial Development Corporation (MIDC)? Of a total 32 sanctioned posts in MIDC Regional Office at Nagpur, 13 are vacant. In fact, with expiry of the contract of six employees, more posts are vacant now.
According to sources in Industries Department, Nagpur Regional Office of MIDC has to take care of 800 legal matters pending in different courts of law, interact with investors, look into land acquisition and related issues etc. Despite this burden, sources added, each of the districts of Chandrapur, Wardha, Bhandara, and Gondia have the post of Area Manager vacant. Three out of five sanctioned posts of Assistant Area Managers also are vacant. All four posts of Clerk/Stenographer are waiting for appointments.
To add to the woes of the Regional Office, experienced staff was transferred in April 2013. They were replaced by staff from Accounts and Finance Department, and Engineering Branch. “The new staff is not experienced in discharge of duties. Vacancies and inexperienced staff clubbed together pose a serious challenge in clearing the files, which is sending wrong signals to industrialists and investors,” said an officer on the condition of anonymity.
There were six contractual employees working as Land Acquisition Consultants, Computer Operators, and Assistants. Their contract ended last month. “As new appointments are yet to be made, the number of vacancies has increased in effect. Of a total 32 posts, 13 are vacant apart from the vacancies of contractual staff,” added the source.
MIDC’s Nagpur Regional Office covers Nagpur, Chandrapur, Gadchiroli, Wardha, Bhandara, and Gondia districts. Together, these six districts have 44 industrial areas. At present, 5,498.27 hectares of land is under acquisition process for 10 industrial areas. For National Investment and Manufacturing Zone (NIMZ) proposed in Kuhi and Umred tehsils of Nagpur district, 6,132.98 hectares is to be acquired.

‘Advantage Vidarbha’ summit this year too

‘Advantage Vidarbha’ summit to promote industrial development in Vidarbha region, which was held last year on February 25 and 26 in Nagpur, will be held this year also. According to MIDC officials, Chief Minister Prithviraj Chavan and Industries Minister Narayan Rane have already held meetings in this regard. Though official instructions in writing are yet to be received, it is likely to be held by the end of this month or next month.
