MIHAN gets Rs 60 cr more

State releases additional aid

of Rs 60 crore for MIHAN

State Government has started expediting release of funds required to complete different tasks pertaining to various projects. As part of this marathon release of funds, it has released an additional aid of Rs 60 crore for expediting the process of acquisition of land for ambitious Multimodal International Hub and Airport at Nagpur (MIHAN).
As far as approval to land acquisition proposals is concerned, State Government had given a nod to Rs 302.61 crore for acquisition of 145.29 hectares in the year 2012. As against this, the Government had released Rs 53.66 crore in the financial year 2011-12. For the year 2012-13, the Government released Rs 50 crore, and later released Rs 100 crore on August 30, 2013. So far, thus, the Government has released Rs 203.66 crore for land acquisition under MIHAN project.
In the year 2011, the Government had sanctioned Rs 266 crore as ex-gratia to project-affected persons (PAPs) for their rehabilitation. Of this amount, it has released Rs 189.20 crore and handed over the same to Maharashtra Airport Development Company (MADC). Later on, a revised plan for rehabilitation of PAPs was submitted to Maharashtra State Rehabilitation Authority (MSRA) in its meeting held on June 19, 2013. The plan proposed by MADC was worth Rs 454.53 crore. MSRA cleared the plan with certain changes. Accordingly, the State Government had made a budgetary allocation of Rs 200 crore as financial assistance to MADC.
Considering all the above facts, the Government decided to release Rs 60 crore for expediting acquisition of remaining land for MIHAN project. The amount of Rs 60 crore includes Rs 16.93 crore for land acquisition and Rs 43.07 crore for rehabilitation of PAPs.
Of 2,962.31 hectares of land to be acquired for MIHAN project, the district administration has technically acquired all of it. However, 89.53 hectares of that is yet to be handed over to MADC for the project. Till date, district administration has handed over 2,872.78 hectares to MADC. The remaining portion could not be handed over to MADC for non-distribution of compensation for land acquisition to project-affected persons (PAPs). The issue was discussed seriously in a review meeting held at Nagpur. Chief Minister Prithviraj Chavan himself had chaired the meeting.
