Rs 186.88 cr for new schemes under Human Devpt Mission

Here
is a news that holds promise of giving a boost to rural development in
backward areas of Vidarbha region. Planning Department has cleared three
new schemes under Human Development Mission (HDM), which is being
implemented in 125 tehsils across the State including 60 from Vidarbha
region.
HDM was launched in 25 tehsils of 12 districts. From the financial year
2011-12, it is being implemented in 125 tehsils of 22 districts. These
include Buldhana, Akola, Washim, Amravati, Yavatmal, Nagpur, Bhandara,
Gondia, Chandrapur, and Gadchiroli from Vidarbha region. For the purpose
of implementation of the programme, Class ‘C’ municipal councils and
rural areas of selected tehsils. Already, various schemes under the
programme are under implementation. In some places, buses have been
procured to increase connectivity to selected areas.
However, there were demands from elected representatives to add some
more components to HDM. Accordingly, the State Government has decided to
add three new schemes for construction of anganwadi buildings, health
sub-centres, and libraries or study rooms. As far as the scheme for
construction of health sub-centres is concerned, the Planning Department
has cleared an allocation of Rs 93.75 crore. Under this component, a
total of 375 sub-centre buildings would be constructed in 125 tehsils.
At present, every tehsil in the State has 20-25 sub-centres. In selected
125 tehsils, there are 3,000 sub-centres, but many of them do not have
own buildings.
Another component is construction of 1,375 new anganwadi buildings. In
each of the selected tehsils, 11 buildings are to be constructed.
Already, there are 20,000 anganwadis in operation in HDM tehsils. Of
these, 5,000 do not have own building. Construction of new anganwadi
buildings is expected to cost Rs 61.88 crore. For construction of health
sub-centres as well as anganwadis, a deadline of nine months has been
set. Construction would be assessed on quality parameters within six
months of completion.
As far as the third new component of construction of libraries/study
rooms is concerned, 25 would be set up in each of 125 HDM tehsils. These
would be constructed in areas under Class ‘C’ municipal councils and
bigger villages. In selected tehsils, there are 3,077 secondary/higher
secondary schools. The idea behind constructing libraries/study rooms is
that many rural households do not have enough space to be devoted for
study rooms. Besides, students in these areas face the problem of
load-shedding.
The libraries/study rooms are proposed to be constructed for Standard
VIII to XII students in existing secondary/higher secondary schools. A
total of 3,125 study rooms would be set up at the cost of Rs 31.25
crore. Thus, each of the libraries/study rooms would cost Rs 1 lakh.
This amount involves Rs 30,000 for purchase of books, Rs 15,000 for
racks/cupboards, Rs 30,000 for solar light/inverter, Rs 10,000 for
honorarium of manager and service personnel, Rs 10,000 for books on
MPSC/UPSC exams, and Rs 5,000 for meeting miscellaneous expenses.
