If 2009 was the worst year for cops working in
Gadchiroli district, 2013 has proven to be the best for them. In 2009,
the Maoists had killed 52 policemen in different incidents. Come 2013,
and the picture has changed. In the first eight-and-a-half months of
this year, the cops have been successful in gunning down 23 Maoists, the
highest such tally so far since the Left Wing Extremism started in
Maharashtra.
As per the data with Anti-Naxalite Operations (ANO), a total of 130
Naxalites/Maoists have been killed so far since 1980 in Gadchiroli, the
district worst-affected by Left Wing Extremism in Maharashtra. The first
reported encounter of a Naxalite in Gadchiroli area (part of erstwhile
Chandrapur district) dates back to 1980. Later on, when Gadchiroli
became independent district, the first Naxalite was killed in encounter
in 1986. In 1987, another Naxalite was killed.
However, then, there was lull in police action. The main reason was that
the Naxalites were using innocent and poor tribals as shield. It became
difficult for cops to distinguish Naxals from tribals. Still,
patrolling was intensified. Between 1990-95, a total of 20 Naxalites
were killed by cops. There were more killings of the outlaws in years to
follow. The year 2006 proved to be the most successful year for cops as
they killed 22 Maoists in encounters. Meanwhile, the year 2009 proved
to be the worst for cops as 52 policemen were killed in different
ambushes.
Since then, the morale of policemen had taken a beating. In fact, there
was a time when changes were made in patrolling strategy of cops. Later
on, with change in police leadership in Gadchiroli district came the
strengthening of Intelligence network. With collection of actionable
intelligence and area domination, once again, the cops started tasting
success in anti-Naxal operations. As a result of proper study of
guerrilla action, effective implementation of jungle warfare, and
specially devised strategy, the cops have been successful in achieving
their best in Naxalite/Maoist killings so far. Since January 2013, till
date, the cops have killed 23 outlaws.
So far, a total of 130 Left Wing Extremists have been killed while 40
were injured critically in Gadchiroli district. Of a total 130 outlaws
killed in police encounters, the cops could recover bodies of 116.
However, in anti-Naxal operations, 171 policemen had to sacrifice their
lives. Besides, 433 civilians had to lose life in the conflict zone.
