Maharashtra to revise Surrender and Rehab Scheme for Naxals

* The draft will be placed before State Cabinet soon

The successful scheme for Surrender and Rehabilitation of Naxalites is being revised. A draft of revision in the scheme, paving way for enhanced compensation to surrendered Naxalites, will be placed before State Cabinet soon. Once the revised scheme gets Cabinet nod, it will be implemented.
According to the reports reaching here, Home Minister R R Patil on Saturday said that Naxal Surrender and Rehabilitation Scheme had evoked good response in Gadchiroli and Gondia districts of Eastern Vidarbha. With the enhanced compensation, the Government expects increase in number of Naxal surrenders. For the purpose, a provision of Rs 2.41 crore is to be made, Patil said. Apart from motivating the Left Wing Extremists to surrender, the revised scheme will provide a new boost to developmental works in the Naxal-affected parts of Maharashtra, he felt.
The revised scheme comprises various provisions including compensation suitable to the position held by surrendered Naxal in Naxalite organisation, pardon of punishment, revocation of cases against surrendered Naxals etc. The revised scheme will be applicable for Naxals that are on records of Maharashtra and adjoining states of Chhattisgarh and Andhra Pradesh. The benefits of the scheme will not be extended to Naxal supporters or informers. The rights of final recommendation have been vested with the Superintendent of Police of respective district.
At present, a member of Area Raksha Dal (ARD) or Gram Raksha Dal (GRD) gets Rs 40,000 on surrender. Under the revised scheme, it is proposed to increase the amount to Rs 1.50 lakh. The amount increases with the position held by a Naxal in Naxalite organisation. Polit Bureau Member and Secretary used to get Rs 4 lakh to Rs 10 lakh on surrender, and this amount is proposed to be increased to Rs 20 lakh. Apart from this, Home Department has proposed to raise the amount of additional financial assistance. Under the new scheme, house or plot for construction of house and financial assistance for this also has been proposed. School Education Department also will extend the benefits of its schemes to ensure education to children of surrendered Naxalites from Class I to XII.
It is proposed to extend benefits of self-employment schemes to surrendered outlaws. As far as cases against surrendered Naxals are concerned, Home Department has proposed to make available legal services or lawyer to them and also to dispose of the cases by way of expediting trials in Fast Track Courts. A committed headed by District Magistrate will be appointed to look into revocation of offences against surrendered Naxals.
Additional Director General of Police (Special Action)/Special Inspector General of Police (Anti-Naxalite Operation) will be appointed as Surrender and Rehabilitation Officer, under the new scheme. The other members of Surrender and Rehabilitation Committee will include Secretary (Home), District Collector, officer of Central Armed Police Force. Superintendent of Police will be Member Secretary of this committee.

As per the latest directive, anybody sharing actionable information about General Secretary of Communist Party of India-Maoist or Polit Bureau Secretary, will get a cash reward of Rs 1,00,00,000.

The position of Naxal leaders and cash rewards to those providing actionable information leading to arrest is as follows: Member of Polit Bureau, Secretary of Regional Bureau, Secretary of Central Military Commission-- Rs 60 lakh; Member of Central Committee/Regional Bureau/Central Military Commission, Secretary of Central Technical Team/Golden Corridor Committee/Special Zonal Committee/State Military Commission-- Rs 50 lakh; Member of Special Zonal Committee/State Military Commission/State Committee/Golden Corridor Committee, Secretary of Regional Military Command, State Technical Team group-- Rs 25 lakh; Secretary of Divisional Committee, In-charge of Company Dalam, Commander of Company Dalam, Member of Regional Military Command-- Rs 20 lakh.

For those giving information about other lower level organisation commanders, deputies, mmembers, in-charges etc will get cash reward in the range of Rs 16 lakh to Rs 2 lakh depending upon the position held by Naxalite. If a person providing information leading to arrest of a Naxal leader, is a Government employee, he/she will get half of the declared reward. The scheme has come into force from August 8, 2014.
