Revenue Deptt sets eyes on time-bound results, to prepare Vision-2020 document

As part of the administrative reforms taken up at the initiative of Devendra Fadnavis, Chief Minister, the Revenue Department has rolled out a plan for time-bound delivery of results. Under the ‘Key Result Areas’ (KRA) document, the department has set its eyes on tasks to be performed by the end of the financial year 2015-16.
One of the most important objectives set under KRA is preparing a Vision-2020 document outlining certain changes pertaining to various agencies. This aims at achieving ‘Horizontal Integration’ with Inspectorate General of Registration (IGR) and Settlement Commissioner for more efficient and transparent administration. To achieve horizontal integration of Revenue Department with these two agencies, a consultant will be appointed soon, said sources. Further, under the Vision-2020 document, an e-Governance Plan for next five years will be prepared by the end of current financial year. Besides, a road-map for integration of computer systems of IGR with those of National Land Records Modernisation Programme, e-District, will be prepared with set deadlines for implementation of the initiative.
Another important objective set by the department is to make available e-mutation facility in all the villages across Maharashtra by March 31, 2016. By the same date, Revenue Department has also planned to complete the task of scanning of all Revenue records, as a precursor to computerisation of this data. As far as policy-level goals are concerned, a revised policy on renewal of Government land lease also is likely to be announced by the end of 2015-16. Necessary amendments also are likely to be made in rules to delegate to District Collectors the powers to allocate Government land for Government projects. Also, a policy on redevelopment of buildings may be finalised. It had been in discussion for long.
Sources said that the department has also set the goal of revising the amount of fee/penalty/fine for various violations, royalty rates for minor minerals. The working related to entertainment duty collection also is set to undergo certain changes that have not been spelt out at this juncture. Still, there are hints that entertainment duty collection system will be computerised keeping in mind the digitisation of cable television network. Changes in non-agriculture (NA) permissions also are on the anvil as is indicated by the Government directive to set up district-level facilitation committee so as to provide certified information to applicants, and to effect amendments to Maharashtra Land Revenue Code. A property rights certification system is proposed.
While proposing these many changes as part of the reform plan, Revenue Department has asked the Divisional Commissioner, Nagpur, to prepare a training programme for all cadres. In fact, sources said, Anoop Kumar, Divisional Commissioner, has already made a presentation in this regard before the Government. Manu Kumar Srivastava, Principal Secretary (Revenue) has asked the District Collectors across the State to implement field-level initiatives and submit a monthly progress report to respective Divisional Commissioners. In turn, Divisional Commissioners have been asked to submit quarterly reports to the Government.
