MIDC plans 1,320 MW thermal power plant at Bhadravati

* 1,300 acres of land in possession of MIDC will be given on 95 years’ lease to project developer
* Environment impact assessment study, technical feasibility report have been conducted and Central Electricity Authority has recommended coal-linkage for the project

Vidarbha is rich in raw material for thermal power plants-- coal. It has attracted many entities to set up power plants in the region. The latest addition to these entities is Maharashtra Industrial Development Corporation (MIDC). The public sector undertaking has proposed a 1,320 MW capacity thermal power plant at Bhadravati in Chandrapur district.
On Thursday, MIDC floated global invitation to bid for the plant on build-own-operate-transfer (BOOT) basis. It has invited proposals from national and international companies or consortia for the project, and technically and financially sound developer quoting the highest Upfront Premium will win the bid. The industrial development corporation plans to develop the project following public-private-partnership (PPP) model. Already, the paper-work of the project is at advanced stage with MIDC engaging Infrastructure Development Finance Company Limited under its India Infrastructure Initiative created in partnership with Feedback Infrastructure Services Private Liited for providing project preparation and partner selection services for the project.
The thermal power plant is planned on 1,300 acres of land already in possession of MIDC, which means that there will not be any relief and rehabilitation issues regarding land acquisition for the project. Besides, Ministry of Environment and Forests (MoEF) has cleared the terms of reference and environment impact assessment study has been completed and submitted to MoEF. MIDC has moved application for environmental clearance with this study report.
Water Resources Department has assured to make available water required for the project. MIDC has assured to provide 1,300 acres of land in its possession to successful bidder on lease for 95 years and shall facilitate transfer of all approvals obtained/applications ‘under process’ to the project.
According to MIDC officials, the estimated cost of the project is Rs 6,000 crore. Apart from direct employment, it will create indirect employment. The project will come up on 536 hectares (1,340 acres) land in possession of MIDC and available for allotment in MIDC area at Bhadravati. In Bhadravati MIDC area, 1,199.87 hectare land has been developed. Of this, 20 hectares of land has been allotted already. From remaining land, 536 hectares of land is available for allotment. In the said MIDC area, not a single unit has come up so far, as per MIDC’s records.
As far as coal-linkage is concerned, the officials said that deciding coal blocks for the project was a prerogative of Ministry of Power. Central Electricity Authority (CEA) has recommended the project for coal-linkage and the recommendation has been forwarded to Ministry of Power. Central Transmission Utility (CTU) and State Transmission Utility (STU) networks are available in the vicinity of the project site, for transmission of power generated at the plant. Further, MIDC has prepared technical feasibility of the project. MIDC has invited bids for the project till April 22. The successful bidder will have to pay to MIDC a pre-determined facilitation fee over the life of the project in additionl to Upfront Premium quoted by bidders.
