Administration gears up for implementation of Direct Benefit Transfer for LPG consumers

11,36,000 LPG consumers to get DBTL scheme benefits

With barely 20 days in hand, the district administration has started preparations for Direct Benefit Transfer for LPG consumers (DBTL) scheme. A total of 11,36,000 LPG consumers from Nagpur city and district are expected to get benefited under the ambitious scheme for direct transfer of subsidy to bank accounts of consumers.
Nagpur city has 8,60,000 LPG consumers while the rural areas have 2,76,000. They are supplied LPG cylinders through 51 gas agencies in Nagpur city and 22 in rural areas. To facilitate implementation of DBTL scheme from October 1, the district administration held a meeting of all gas agencies and oil marketing companies. In the meeting, necessary instructions regarding proper data collection, processing, and submission were given. Besides, oil marketing companies were asked to launch a massive awareness campaign for LPG consumers.
“In collaboration with oil marketing companies, the administration will launch awareness campaign through all modes of communication. There will be advertisements on FM radio channels, cable television, newspapers. Besides, leaflets will be distributed to all consumers with the refill of LPG cylinders,” Prashant Kale, District Supply Officer, told ‘The Hitavada’.
According to Kale, the district administration asked the gas agencies to keep available forms for linking of LPG consumer number with Aadhaar number as well as bank account of consumers. The consumers may drop the duly filled in form regarding linkage of bank account with LPG account, at a box kept at gas agency concerned; or may submit the same at respective bank. The consumers should have their account in nationalised or scheduled banks with core banking facility, to avail of the benefits under DBTL scheme. The banks should be linked to Aadhaar payment gateway -- National Payments Corporation of India -- said Kale.
In Nagpur city, 90 per cent of the population had got enrolled for Aadhaar Card. However, in rural areas, enrollment was around 50 per cent only. Hence, Aadhaar Kendra would be started at all major gas agencies in rural areas. For the purpose, Unique Identification Number (UID) enrolment kit would be installed in the premises of all major gas agencies in rural areas. Further, Rs 5 per print would be charged to consumers for e-Aadhaar slip printing at these centre.
In Nagpur city and district, a total of 19 banks had core banking facility. These had 121 branches in rural areas and 296 in urban and semi-urban centres. One should have account or should open account to get benefit of DBTL scheme in the following banks: Bank of India, State Bank of India, Bank of Maharashtra, Uco Bank, Union Bank of India, Bank of Baroda, Allahabad Bank, Central Bank of India, ICICI Bank, IDBI Bank, Punjab National Bank, Syndicate Bank, Gramin Bank, Dena Bank, Andhra Bank, Indian Bank, Indian Overseas Bank, Canara Bank, HDFC Bank. “At national level, there are over 100 banks that are linked to Aadhaar payment gateway,” Kale added.
The consumers who have not enrolled for Aadhaar Card would get a grace period of three months from October 1. However, in no case, subsidy would be transferred to the bank account of consumers from January 1, 2014.
