With
the growth in realty market, certain practices became rampant. This led
to a situation when construction has increased manifold but open spaces
and public utility (PU) lands have decreased in availability. Realising
this, albeit late, Nagpur Municipal Corporation (NMC) has started
taking possession of open spaces and PU lands with an intention to put
those to better use.
According to sources, so far, NMC has taken possession of 31 open spaces
and PU lands. These are in different areas including Chikhli (Khurd),
Binaki, Wathoda, Borgaon, Jaripatka, Sonegaon, Police Line Takli,
Hazaripahad, Jaitala, Chichbhuvan, Gadga, Nari, and Mouza Nagpur. Of
these, maximum eight open spaces/PU lands have been taken in possession
by NMC in Mouza Jaripatka. It is followed by five spaces/lands in
Chichbhuvan, four in Borgaon and Borgaon-Hazaripahad, three in Sonegaon;
two each in Jaitala, Nagpur, and Wathoda; one each in Nari, Gadga,
Police Line Takli, Binaki, and Chikhli (Khurd).
The total area of the open spaces and PU lands taken over by NMC is
86,565.72 square metres. Of this, maximum spaces/lands have been
acquired in Borgaon-Hazaripahad and Chichbhuvan areas. The minimum land
of 198.80 sq mtr has been taken over from K B Shirke Layout Plot Owners’
and Residents’ Association in Jaripatka area. Whereas, maximum
11,015.57 sq mtr has been taken over from Hagwood Commercial Developers
Private Limited in Mouza Chichbhuvan. There are some big names of real
estate sector, Government establishments, co-operative housing societies
from whom open spaces/PU lands have been taken over by NMC.
As per the norms, open spaces are to be left by developers of a layout.
These plots are to be utilised for public purposes such as playground,
school, garden/park, or community hall etc. At many places, to extract
maximum benefit, developers/builders did not leave open plot and came up
with construction of buildings on the same and sold the appartment
units for residential and commercial use. As a result, availability of
plots for public utility purposes was not commensurate with the growth
in construction.
At many places, open spaces left for public utility (PU) purposes were
encroached upon. In fact, sources said, some well-connected
builders/developers had ‘professional encroachers’. Once encroachment
was done, huts transformed into semi-pucca constructions. Gradually,
documents were made in the name of encroachers. Later on,
builders/developers took possession of said land from ‘encroachers’ in
the name of sale. Then, the same builders/developers came up with a
residential scheme, and sold out appartment units at high prices. In the
process, plot meant for public utility was lost.
Municipal Commissioner Shyam Wardhane and Additional Deputy Municipal
Commissioner Ravindra Kumbhare concentrated on taking possession of open
spaces/PU lands. Accordingly, officials concerned were directed to
conduct survey of open plots and then initiate the process of taking
possession of these plots.
