Government, on Tuesday, tabled supplementary demands of Rs 8,201 crore.
Interestingly, the supplementary demands include Rs 2,000 crore for
providing aid to farmers in distress and Rs 144 crore as an additional
fund to MLAs for the current financial year. Besides, a provision of Rs
12 lakh has been made for Nagpur Metro project.
Against the backdrop
of the Congress and NCP’s demand for financial help to farmers, the
Government’s had smartly moved a proposal to discuss the issue first on
Tuesday. However, the Opposition parties disrupted the proceedings of
the Legislative Assembly. Before the House was adjourned for the day,
the Government tabled supplementary demands of Rs 8,201 crore. The
statement on these demands shows that the Government has proposed Rs
2,000 crore under the head of ‘relief on account of natural calamities’
in the demands for Revenue and Forests Department.

Transport Minister, told the reporters outside the Legislative Assembly
that the Government was willing to discuss the farmers’ issues and
extend help to them. Sudhir Mungantiwar, Finance Minister, also said
that the Government had made a provision for help to farmers.
The
supplementary statement of expenditure includes demands for grants or
appropriation required for provisions required during current financial
year in respect of items sanctioned by the Government in anticipation of
expenditure met out of it, and additional expenditure likely to be
incurred on these items during remainder of the year. The supplementary
demands also include additional provisions found to be necessary for new
service, and token demands in case of new services where there is no
immediate extra expenditure.
The demands also include of Rs 144
crore as against provision of Rs 50 lakh each for 288 MLAs, as
additional fund for the current financial year. The MLAs get fund of Rs 2
crore per annum to carry out developmental works in respective
constituencies. However, owing to elections to Lok Sabha and Legislative
Assembly earlier in the year, most MLAs had exhausted their fund. In
the new Assembly, as many as 130 members are new and they do not have
fund allocation available for developmental works in respective
constituencies. Though much of the financial year has passed by, three
months still remain. To enable the MLAs to carry out developmental works
in these three months of the current financial year, the Government has
proposed additional fund of Rs 50 lakh to each of the MLAs, Mungantiwar
told ‘The Hitavada’.
A provision of Rs 350 crore has been made for
disbursement of scholarships. As far as Vidarbha region is concerned, a
provision of Rs 17 crore has been made for Gorewada International Zoo
for preliminary works. In the supplementary demands, a provision of Rs
12 lakh has been made for Nagpur Improvement Trust (NIT) for ambitious
Nagpur Urban Transport (Nagpur Metro) project.
NMC seeks Rs 100 cr
Nagpur
Municipal Corporation (NMC), which is celebrating 150th anniversary
year, has sought from the Government a special provision of Rs 100
crore.
NMC had got a special fund of Rs 25 crore per annum during
the tenure of Vilasrao Deshmukh as Chief Minister. However, later, NMC
did not get the fund from the Government. With the Government taking
over in State, NMC has once again demanded special fund. Mayor Pravin
Datke told ‘The Hitavada’ that the demand was under consideration of the
Government.
“Once the fund is received, we can carry out road
repairs and other works. If the special fund of Rs 25 per year is
restored, we will be able to carry out the project of construction of
cement roads in Nagpur city,” said Datke.
Responding to the demand
for Rs 100 crore by NMC, Finance Minister Sudhir Mungantiwar is learnt
to have asked Municipal Commissioner Shyam Wardhane to prepare a plan
and submit it to the Government for necessary action.
