Government has asked the officials in Maharashtra Development Service
to furnish their detailed bio-data in prescribed format. Else, it has
warned, the officials not furnishing the bio-data will not be considered
for promotions.
In fact, the officials not furnishing bio-data in
prescribed format will not be considered even for transfers, training
etc from January 1, 2015. V Giriraj, Principal Secretary of Rural
Development Department, has issued a circular in this regard. Vide the
circular, bio-data of officials in Class-A and B have been asked to
furnish the bio-data complete in all respects, to Deputy Commissioner
(Establishment) in the office of respective Divisional Commissioner.
The
format prescribed by the department seeks details like date of joining,
date of retirement, community, Unique Identification Number, Sevaarth
ID, specialisation, physical handicapped, current posting details,
designation of posts held so far with tenure, important trainings
undertaken etc. Sources said that the details of designation of posts
held so far with tenure has been asked specifically, as many officials
were working at the same place for years together and used political
influence to halt their transfer. Once the data is compiled, it will
help keep in check such ‘politically-connected’ officials.

Giriraj, Principal Secretary, Rural Development Department, told ‘The
Hitavada’ that the bio-data was being collected to streamline the
process of decision-making. “This is more in the interest of officials.
Once the data is compiled, we will computerise it and place it in public
domain.. This is being done to avoid dependance on clerk who puts up
documents relating to career of officials,” he said. So far, he added,
around 90 per cent have furnished the bio-data in prescribed format.
Further,
V Giriraj said, Rural Development Department had created the post of
Additional Block Development Officer (BDO) last year. However, their
charter of duties and responsibilities was not clear. “Now, we have
defined clear responsibilities of Additional BDOs,” he said.
It may
be mentioned here that there are 990 officials in Class-A and Class-B
under Maharashtra Development Service. Class-A officers include those in
the rank of Additional Chief Executive Officer of Zilla Parishad,
Deputy Chief Executive Officer, BDO; and those in Class-B are Additional
BDO.
