Now, municipal councils in Maharashtra demand octroi

While the issue of Local Body Tax (LBT) is still hot in case of municipal corporations across the State, the municipal councils and Nagar Panchayats in Nagpur district have demanded reintroduction of octroi as a source of revenue for them.
During a meeting called by J P Dange, Chairman of Fourth Finance Commission, at Chhatrapati Hall in District Collectorate here the other day, the Presidents of municipal councils and Nagar Panchayats raised the demand of reintroduction of octroi. For, they said, these local bodies had very little source of revenue and there were plenty of obligations to meet as far as providing basic amenities to citizens was concerned.

The meeting was organised to listen to the problems faced by municipal councils and Nagar Panchayats in meeting their obligations of providing basic amenities to the citizens in respective areas. The participants putforth their demands and also spoke on various issues. They demanded regularisation of employees, release of aid in lump-sum, speedier clearance of files relating to schools, appointment of lawyers, raise in honorarium, pension to councillors etc. They also sought to keep drinking water and water for other use as separate heads. Besides, they demanded that necessary amendments should be effected to make it mandatory that person to be elected to the post of President of municipal council should be a resident of respective town.
Addressing the participants, Dange said that every citizen had the right to get 130-135 litres per capita per day (lpcd) water. In order to ensure that they got this much of water, municipal councils and Nagar Panchayats needed to strive hard, he added. Further, he asked the participants to assess the requirement of funds for making available basic amenities to citizens. He urged the municipal councils and Nagar Panchayats to demand aid after striking a fine balance among revenue, aid, and loan.
Presidents of municipal councils of Umred, Kamptee, Ramtek, Katol, Narkhed, Mowad, Kalmeshwar, Saoner, Khapa, and Mohpa; and Presidents of Mahadula and Mouda Nagar Panchayats, attended the meeting. Prakash Sharma, Deputy Collector, was present prominently.
