* Government to table Action Taken Report on Kelkar Committee report during budget session of State Legislature
* Guardian Ministers of various districts to be announced in a couple of days
* 11 important Bills cleared during winter session

Returning
the Opposition fire, Chief Minister Devendra Fadnavis said that his
Government was ‘alert, positive, and sensitive’ but the Opposition
parties were ‘divided, lacking in policy or vision, and scatterbrain’
during the winter session of State Legislature. Further, he said, the
Government would table Action Taken Report on Kelkar Committee report
during budget session of the State Legislature.
Addressing a press
conference after prorogation of the winter session of State Legislature
on Wednesday evening, Fadnavis said that his Government was willing to
discuss Kelkar Committee report. “The previous Government led by the
parties that are in Opposition now, did not table Kelkar Committee
report for three sessions during its tenure. We have kept our word of
tabling it during winter session. We were ready to discuss it in the
Legislature but the Group Leaders of various parties wanted time till
budget session to study the report,” he said. The Government will decide
on which recommendations to accept for implementation, only after
discussion.
Responding to the criticism of Opposition parties,
Fadnavis said that the previous Government had announced a package of Rs
8,000 crore for farmers in five years. “We have announced relief
package of Rs 7,000 crore in the very first session of our Government.
The amount of package is immaterial, as we have tried to effect a
paradigm shift. Instead of temporary reliefs, we have focussed on
sustainable changes and policy making,” said the Chief Minister.
Already, he added, the Government has taken up ‘Jalyukta Shivar’
campaign to make 5,000 villages get rid of drought situation.
As far
as Vidarbha development issues were concerned, Fadnavis said that his
Government was focussing on time-bound completion of projects. Besides,
the new Government was trying to bring in transparency in functioning
through decentralisation of powers. For instance, he said, previously
various decisions were taken at Mantralaya level only in case of Urban
Development Department. “There was an impression that without greasing
the palms, no file could move ahead in this department. We have effected
various changes. Since my Government took over, 22 development plans
have been cleared. These were pending for five years,” Fadnavis said.
On
the issue of Maratha and Muslim quota, Chief Minister said that the
previous Government’s Bills in this regard had legal loopholes. The Bill
on Maratha reservation attracted legal issues. “After taking the
opinion of Advocate General, our Government got the Bill on Maratha
reservation cleared in both the Houses of State Legislature,” he said.
The Bill on Muslim reservation involved certain Constitutional issues
and hence the opinion of Advocate General was being sought for
appropriate action, he added.
Asked about the letter written by NCP
chief Sharad Pawar about Chief Minister’s suggestion on forming a panel
for expediting development of Mumbai, Fadnavis said that NCP leaders had
misled Pawar too. “I only suggested that a panel should be formed to
expedite pending projects of Mumbai and Prime Minister should head it.
It is for the Central Government to decide on formation of panel,” he
added.
Expressing satisfaction on legislative business transacted
during winter session, Fadnavis told the reporters that 11 important
Bills got cleared during the session. These included those relating to
Maratha reservation, amendments to Maharashtra Regional and Town
Planning Act, Maharashtra Land Revenue Code, Maharashtra Entertainment
Duty Act etc.

Parliamentary Affairs Minister; Rajkumar Badole, Social Justice
Minister’ Chandrashekhar Bawankule, Energy Minister; Raj Purohit, Anil
Sole, Sudhakar Deshmukh and others were present prominently in the press
conference.
