After rural areas, the Maharashtra Government has
decided to concentrate on unauthorised and illegal constructions in
cities. For the purpose, it has constituted a committee to formulate
policy in this regard.
The move comes close on the heels of the Government mooting amendments
to various laws including Maharashtra Regional and Town Planning (MRTP)
Act to prevent and regularise unauthorised constructions in rural areas
in the vicinity of major urban centres in the State.
The committee constituted to formulate policy on curbing unauthorised
constructions in cities, will study various aspects related to the
issue. It will also suggest methods to prevent unauthorised
constructions and effective action to be taken in such cases. Besides,
the same committee will suggest ways and means to make the procedure for
obtaining permissions for constructions easier and faster. It has been
asked to make recommendations for establishment of a competent mechanism
in this regard.
Chief Minister Prithviraj Chavan had made an announcement regarding
constitution of the committee during recently concluded session of State
Legislature. Now, he has constituted the committee to be chaired by
Mumbai Municipal Commissioner. Director of Town Planning Department,
Pune, will be the Member Secretary of the committee.
The panel will also comprise Nagpur Municipal Commissioner and Chairman
of Nagpur Improvement Trust (NIT). Other members of the panel include
Commissioner of Mumbai Metropolitan Region Development Authority
(MMRDA); Managing Director of CIDCO; Municipal Commissioners of Thane,
Pimpri-CHinchwad, Pune, Ulhas Nagar, and Aurangabad; Chief Executive
Officer of Maharashtra Industries Development Corporation (MIDC);
Director of Municipal Administration; Joint Director and Director (Town
Planning) of Urban Development Department, Ichalkaranji; Chief Officer
of Kulgaon-Badlapur Municipal Council.
Asked about the development, Nagpur Municipal Commissioner Shyam
Wardhane, who is a member of the committee, told ‘The Hitavada’ that the
Government needed to take stringent steps against unauthorised
constructions in cities and constitution of a policy formulation
committee was a welcome step in the direction. In cities, the
unauthorised constructions comprised mainly commercial utilisation or
creation of shops in space allotted for parking, and constructions done
without permission or in violation of sanctioned maps.
