The
campaign for Legislative Council seat of Nagpur Division Graduates’
Constituency, came to an end on Wednesday evening. The main contest is
between Bharatiya Janata Party (BJP) candidate and city Mayor Prof Anil
Sole and Congress candidate Principal Baban Taywade. Retired IAS officer
Kishor Gajbhiye also is in the fray.
With the campaign coming to an end, now all eyes are on polling
scheduled on Friday. The polling will be conducted between 8 am and 4
pm. Divisional Commissioner Anoop Kumar, who is also the Returning
Officer for Graduates’ Constituency poll, has stated that the employers
should allow a four-hour break to their voter-employees to exercise
their franchise on June 20.

The counting of votes and announcement of results is scheduled on June
24. The counting of votes will be conducted at Providence Girls’ High
School in Civil Lines. At the school, CCTV cameras will be installed and
security will be deployed.
On commencement of counting process, number of valid votes will be
declared first. Based on the number of valid votes, quota of preference
votes needed to decide winner will be calculated. The formula for fixing
quota is simple -- number of valid votes divided by the digit 2, and
addition of digit 1 to the sum. The number arrived at in such a manner
will be the quota of votes required to decide winner. The candidate
first polling the number of votes thus fixed, will be declared winner.

A total of 2,87,622 voters have been enrolled in Nagpur Division for the
election. Of these, 1,90,734 are male and 96,888 are female. The
highest number of voters -- 1,66,157 -- are in Nagpur district. The
polling will be held at 317 polling stations in six districts namely
Nagpur, Wardha, Chandrapur, Bhandara, Gondia, and Gadchiroli. Of the
total number of polling stations, 126 are in Nagpur city alone.
Meanwhile, the administration has declared that there will be
prohibition on sale of liquor on June 20 (polling day) and June 24 (the
day of counting of votes) in Nagpur Division.
Previous election saw
52.57% voter turnout
In the previous election of Graduates’ Constituency of Legislative
Council, held in 2008, there was only 52.57 per cent voter turnout in
Nagpur Division.
Of a total 1,83,726 registered voters, only 96,580
had exercised their franchise. Of these, 91,385 were found valid and
5,195 invalid during counting of votes. Based on the number of valid
votes, the quota of votes necessary for winning the election was fixed
at 45,693 votes.
BJP candidate Nitin Gadkari had polled 52,761 votes of first preference
and had emerged victorious as he completed the quota in the first round
itself. Principal Baban Taywade, who had contested as an Independent
candidate supported by Congress, had polled 28,836 votes. Bahujan Samaj
Party candidate Pradeep Padole had stood third with 9,471 votes.
Against the backdrop of increase in number of voters by over one lakh
this time, voter turnout also is expected to be better than that
previously.
