Maharashtra to have district level caste certificate scrutiny panels

Staff Reporter
With a view to make the process of caste certificate scrutiny easier for applicants, Maharashtra Government has decided to scrap the Division level committees. Now, there will be committees at district level.
Social Justice and Special Assistance Department had taken the decision regarding setting up of district-level committees in November 2013. Accordingly, on June 9, 2014, it has scrapped the Division level committees. The district-level committees will be headed ex-officio by respective Additional Collector (Selection Grade). Assistant Commissioner (Social Justice) and Research Officer will be the Member Secretary while Deputy Commissioner (Social Welfare) will be the Member of the district-level committee.
However, with the new committees, the Government has to create new positions. And, this proposal is still ‘under consideration’. Realising that this may take some time, the Government has made some temporary arrangement. At present, there are 15 committees including Division level ones. The officials and staff with these committees will remain with the place where from these committees are operating. The only exception to this is Committee No 2, which is presently working from Nagpur. This committee’s headquarter will be at Wardha and the officials and staff with it also will move to Wardha. The officials/employees with Vigilance Squad will be at present headquarter and will continue to work with respective district-level panel.
Apart from the existing 15 committees, 20 new Caste Scrutiny Certificate Verification Committees will be created. For these new committees, respective Regional Deputy Commissioner (Social Welfare) has been asked to make available three clerks and one senior clerk, apart from stenographer from the office of Assistant Commissioner in respective district. The funds for these committees will be provided by Director General of Dr Babasaheb Ambedkar Research and Training Institute, Pune. Revenue Department has been asked to make appointments to the position of Chairpersons of existing 15 committees and Additional Collector (Selection Grade).
