With the publication of draft development plan for Nagpur Metropolitan Region, the administration has invited suggestions/objections from the citizens within two months. Against this backdrop, the administration has started preparations for conducting the polls to Nagpur Metropolitan Area Planning Committee (NMAPC), which has been entrusted with the task of finalising the development plan for Metro Region.
Devendra Fadnavis, Chief Minister, has asked Anoop Kumar, Divisional Commissioner, to conduct the polls to NMAPC before March 31. Following this, Anoop Kumar has passed on the directions to Abhishek Krishna, District Collector, in this regard. Accordingly, the administration has published draft electoral rolls for election of 30 members to NMAPC. The elections are likely to be held around mid-March. The administration has invited suggestions/objections on draft electoral rolls by February 27.
The draft electoral rolls for NMAPC polls have been displayed for public at the offices of Divisional Commissioner, District Collector, Nagpur Municipal Corporation (NMC), Zilla Parishad (ZP), and respective Panchayat Samitis in Nagpur district. The objections/suggestions shall have to be submitted in writing at Room No 13 in Divisional Commissioner office in Civil Lines, in office hours. Once the draft electoral rolls are finalised, the date of election will be announced.
NMAPC, headed by Chief Minister, has 45 members including 30 elected and 14 nominated by the Government. These 30 members are to be elected from among members of Nagpur Municipal Corporation (NMC); Zilla Parishad (ZP), Panchayat Samiti, and Gram Panchayat; and municipal councils. Apart from these 30 members, NMAPC will have Principal Secretary (Urban Development-I), Divisional Commissioner, and other officials as members.
The committee will have 16 special invitees, 11 officials of various State and Central Government agencies. The elected representatives including MLAs and MPs also will be special invitees. The Metropolitan Area includes Nagpur city; Nagpur (Rural), Kamptee, Parseoni, Hingna, and Mouda tehsils; parts of Kuhi, Umred, Saoner, and Kalmeshwar tehsils.
Previously, the elections to NMAPC were held in the year 2009, through preferential voting. On several occasions, meeting of NMAPC was scheduled but not held for want of availability of the then Chief Minister Vilasrao Deshmukh. Meanwhile, ZP members Sudhir Parwe and Vijay Ghodmare got elected as MLAs. Ghodmare lost in 2014 elections. Similarly, the corporators including Krishna Khopde and Vikas Kumbhare also got elected to Assembly in 2009. In 2014 elections to Assembly, both got re-elected. Besides, three more corporators namely Prof Anil Sole (who was also the Mayor), Sudhakar Kohale, and Dr Milind Mane also got elected as legislators recently.
Against the backdrop of these and other changes at Zilla Parishad, Panchayat Samiti, and municipal council levels, the elections to NMAPC are being held. Once the committee is re-constituted, it will finalise the development plan for Metro Region.
