Govt scales down revenue targets, 97.29% recovery in Nagpur Divn

Maharashtra Government brought down the targets of revenue recovery for all administrative divisions except Pune a couple of days prior to end of financial year 2013-14

As a large chunk of the Government officers and employees was engaged in election duty, Maharashtra Government revised the revenue recovery targets for all administrative divisions in the State merely a couple of days prior to end of the financial year 2013-14. Despite elections, revenue collection in Nagpur Division still touched 97.29 per cent mark compared to the revised target.
Every year, the State Government sets target of revenue collection under various heads to various administrative divisions and some major revenue-yielding departments. The major heads for administrative divisions are Zilla Parishad (ZP) cess, Gram Panchayat cess, non-agricultural (NA) cess, Nazool charges, revenue from minor minerals, entertainment tax, revenue recovery certificate (RRC), recovery of loan given for rehabilitation or in case of natural calamity etc. Besides, revenue targets are given to the state-level offices under Settlement Commissioner, Directorate of Town Planning, NA cess, environment charges etc. For the financial year 2013-14, the Government had set the target of Rs 3864.0694 crore for all these put together.
However, due to various reasons including drought, excessive rainfall and floods, untimely rains and hailstorm in various months of the financial year, there was a demand for downward revision of the targets. Besides, engagement of a large chunk of the Government machinery in election duty especially in the last two crucial months of the financial year translated into virtual non-availability of a substantial number of officials and employees for regular work of revenue recovery. Considering these aspects, sources said, the Government scaled down the revenue recovery targets for the financial year. Barring Pune Division, where the target was increased by Rs 46.2712 crore, the revenue targets were revised for all other administrative divisions. Among the departments, the targets of only Settlement Commissionerate and NA cess were raised.
As far as Nagpur Division is concerned, the previous target was Rs 401.6742 crore. It was revised to Rs 375.28 crore. As against this, the provisional recovery at the end of financial year 2013-14 was Rs 365.1259 crore. Thus, revenue recovery in Nagpur Division was Rs 97.29 per cent compared to the revised target. “The recovery could have been more than this, but the recovery was lower in Bhandara and Gondia districts. In Nagpur and Gadchiroli districts, even the previous targets of revenue recovery have been surpassed,” said an official. The revenue recovery in Bhandara and Gondia districts, at the end of the financial year, was 36.17 per cent and 67.67 per cent respectively.
It may be recalled that the revenue collection in the financial year 2012-13 was Rs 368.6404 crore as against the target of Rs 329.4221 crore, in Nagpur Division. Then, all six districts in the Division had surpassed the set target for them.
