Maharashtra Government has given another extension to the Surrender and Rehabilitation Scheme for Naxalites. This time, the scheme has been extended till August 28, 2015. So far, a total of 421 Naxalites have surrendered under the scheme.
To encourage the Left Wing Extremists to shun the path of violence and join mainstream by way of participating in the developmental process, Maharashtra Government had introduced the Surrender and Rehabilitation Policy for Naxalites in 2005. On August 29, 2005, the Government launched the Surrender and Rehabilitation Scheme. After the initial problems like inadequate financial provision, creating awareness about it; the scheme evoked a good response.
Since its inception in 2005, the Surrender and Rehabilitation Scheme for Naxalites has got several extensions. Its first extension came on April 17, 2006. Later on, it got extensions in the years 2006, 2007, 2008, two extensions in 2010, one in 2011, 2012, and 2013. On May 12, 2014, Home Department Deputy Secretary Bajrang Digambar Umate issued a Government Resolution (GR) extending the scheme till August 28, 2015.
Within five years of its implementation, that is, by the year 2010, a total of 319 Naxals had laid down their arms and joined the mainstream. Owing to surrender of many Naxalites, the strength of the dalams of the outlaws declined over the years. According to Gadchiroli Police, a total of 421 Naxalites have surrendered till date. The surrendered Naxalites include Dalam Members, Area Raksha Dal (ARD), Gram Raksha Dal (GRD), Sangam members, to State Zonal Committee member. Many of them surrendered with arms.
The cops have seized rifles, cartridges, grenade, and other explosives from the surrendered Naxalites. As per the GR issued on August 29, 2005, the scheme is applicable to Naxalites whose names are in police records in Maharashtra and adjoining states of Andhra Pradesh and Chhattisgarh. It is not applicable for the supporters or informers of Naxalites. The relief to surrendered Naxalites include amnesty for offences registered so far, stipulated amount depending upon his/her rank in Naxalite organisation, stipulated amount for weapons laid down, etc.
