Hailstorm, untimely rains destory crop in 1,73,757 Ha in Nagpur Division

* Nagpur district is worst-hit with maximum number of affected villages and maximum loss of crops and human lives

The hailstorm and untimely rains received since February till date, has inflicted heavy losses in Nagpur Division. As per the report forwarded to Secretary of Relief and Rehabilitation by the Revenue Department, the total loss of crop in the division is 1,73,757.29 hectares including more than 50 per cent loss of crop in 1,25,693.62 hectares.
Of six districts in Nagpur Division, barring Gadchiroli, all other districts are hit by hailstorm and untimely rains in the months of February and March (till date). Nagpur is the worst-hit district. Of a total 2,448 villages hit by hailstorm and untimely rains, maximum 1,160 are in Nagpur district alone. In entire Division, Katol and Narkhed are the worst-hit tehsils with both receiving hailstorm on eight days. These are followed by Arvi tehsil in Wardha district that received hailstorm on seven days.
In 2013-14 Kharif season also, excessive rainfall and floods had caused loss of crops in Nagpur Division. Against the backdrop of losses inflicted during Kharif season, farmers had opted for more crop loan and had invested more in Rabi crops. As a result, area under Rabi crops was 122 per cent of the target. Unfortunately, with the hailstorm and untimely rains, a total of 1,70,939 farmers in 34 tehsils of the Division have lost Rabi crops.
The major loss is caused to wheat, peas, horticulture crops (oranges and Mango flowers), jowar, Jawas (linseed), vegetable crops, and Rabi rice. Maximum loss is of peas (47,533.40 hectares), followed by Orange and Mosambi (10,740 hectares).
Farmers in Nagpur Division are facing a huge financial crisis as many have lost the investment they made in Kharif and Rabi seasons both. Now, they are left with virtually no money to invest in Kharif season of 2014-15. Following the hailstorm and untimely rains, the administration conducted preliminary survey. After receiving the survey reports, the administration has calculated the monetary loss considering the average productivity of a district and procurement prices prevalent in Nagpur Agriculture Produce Marketing Committee in 2013-14.

Increased aid proposed Revenue Department has proposed increased aid for the affected farmers as the relief as per the prevalent norms is quite inadequate. As far as loss of crop of Wheat is concerned, the current norms provide for Rs 4,500 aid per hectare. The actual loss, however, is Rs 15,720 per hectare in monetary terms. Considering this, the administration has proposed Rs 15,000 per hectare aid for Wheat growers. Similarly, aid in case of loss of horticulture crops is Rs 12,000 per hectare but actual loss is Rs 1,35,000 per hectare. The administration has proposed Rs 25,000 per hectare in case of horticulture crops. In case of vegetable crops and Rabi rice, the aid is Rs 9,000 per hectare each. But, actual loss is Rs 37,500 per hectare in case of vegetable crops and Rs 52,650 per hectare for Rabi rice. Considering this, increase in aid is proposed to provide Rs 20,000 per hectare for vegetable crops and Rabi rice both. It remains to be seen if the Government announces increased aid or issues directions to provide aid as per existing norms.
