Maharashtra: Finance Minister slams DDOs for delay in employees’ salaries

 

* Minister asks Chief Secretary to take stock of the situation regularly and hold respective Drawing and Disbursing Officers responsible for delay in payment of salaries to employees

Several employees in various departments and even with Zilla Parishad (ZP) and Agricultural Universities have been complaining that they are not getting their salaries on time. Taking cognisance of this, Finance Minister Sudhir Mungantiwar has slammed Drawing and Disbursing Officers (DDOs) for delay and has asked the Chief Secretary Swadhin Kshatriya to take stock of the situation.
In a letter to Chief Secretary, Mungantiwar has dubbed the problem as ‘serious’ and has stressed upon the need to fix responsibility of respective DDOs. As many as 5,81,774 employees in the State get their salaries through Treasury Department after their salary bills are prepared under Sevaarth System. For the purpose, every administrative department distributes grants to respective regional offices through Budget Distribution System (BDS).
If the administrative departments do not get grants through BDS, they may use ‘Negative Authorisation Slip’ and ensure that employees’ salaries are not delayed for want of grants. However, Mungantiwar has observed, this does not happen. “Hence, it is necessary to fix responsibility for delay in payment of salaries to employees, on respective DDOs,” he has stated in the letter.
It may be noted here that Sevaarth is a centralised web-based, integrated system of Personnel Information and Payroll for Maharashtra Government. As per the Finance Department website, Sevaarth is the first step towards achieving the aim of paperless Electronic Payroll System including pay bill generation, electronic submission, electronic audit, and electronic payment to the employees.
The salaries of employees of Zilla Parishads, aided institutions, and Agricultural Universities are not paid through Treasuries. Those are paid from grants withdrawn from Treasuries. For the purpose, respective departments have got their Customised Sevaarth System. However, many of these employees also are not getting salaries on time. Hence, Finance Minister has asked the DDOs concerned to stabilise their Customised Sevaarth Systems.
After suggesting these measures, Mungantiwar has made it clear that salaries of employees should be paid on time. “Despite these  measures, if employees do not get salaries on time, respective DDOs should be held responsible for delay,” he stated. He asked Chief Secretary to monitor the situation on regular basis and issue ‘strict’ instructions to administrative departments in this regard.
