The
general body of Nagpur Municipal Corporation (NMC), in its meeting held
on Saturday, cleared hike in fire service charges. Further, it also
cleared hike in monthly allowance to meritorious officials/employees of
Fire and Emergency Services Department.
Fire and Emergency Services
Department has been collecting fire service charges from builders,
developers, and house-owners for three-and-a-half years allegedly
without any permission of the State Government. Pulled up by the State
and after a petition before the High Court, Fire and Emergency Services
Department had submitted a proposal to NMC general body for
regualrisation of the same with retrospective effect. As per the
proposal before the general body, the department had sought recovery of
revised charges from November 30, 2011. It was stated that the
department earned Rs 34,36,50,356 between 2009 and 2014, and it spent Rs
42,80,18,877 during the same period.
Praveen Datke, Mayor, told the
reporters that the proposal was cleared. Asked if the amount recovered
so far would be returned to the builders, developers, house-owners,
Dayashankar Tiwari, Ruling Party Leader, said that the matter was before
the court. “There are restrictions on utilisation of fund recovered at
the rates more than that of State Government,” he added.
The general
body also cleared hike in monthly allowance to officials/employees of
the department decorated with the President’s Fire Service Medal.
Previously, the allowance was Rs 100 only. It was raised to Rs 1,500 in
2009. From April 1, 2015, the allowance has been hiked to Rs 3,000 per
month. NMC Fire and Emergency Services Department has three
officials/employees who got the coveted medal -- Sushilkumar Sonak (now
dead), Devisingh Chandel, and Suresh Talwekar. Sonak’s wife Sheela is
getting the allowance. NMC general body cleared the hike in their
monthly allowance at the rate of Rs 1,500 from July 2009 to March 2015,
and Rs 3,000 from April 2015.
The general body also gave its nod to
demolition of Samaj Bhavan in dilapidated condition, in Aadishakti
Mandir premises in Sadbhavana Nagar.
A proposal for deletion of
reservation for Development Plan (DP) road and parking plaza in Ring
Railway, also was cleared. Already, people had constructed houses on
this land in Khasra Nos 17, 60, 61/3, 61/4 in The Process Server
Co-operative Housing Society Limited, Beedipeth. “The deletion will
regularise the constructions and provide relief to these people,” said
Ramesh Singare, Chairman of Standing Committee.
The general body
approved promotions to the positions of Corporation Superintendent,
Market Superintendent, Revenue Accounts Inspector, Estimates Officer,
Enforcement Superintendent, Tax Superintendent, Committee
Superintendent, Accounts Officer, and Corporation Acccounts Inspector.
It gave nod to merging the position of Library Superintendent in
Superintendent category. Approval was given to a proposal on considering
the posts of Assistant Commissioner/Ward Officer in promotions to the
posts of Deputy Commissioner/Additional Commissioner.
Nod to give 122.34 sq mtr
land on 30-year lease The
general body cleared a proposal to give 122.34 sq mtrs of NMC land near
water tank along Kalyaneshwar Mandir road, to one Vishweshwar Tukaramji
Giripunje. The decision was taken under Section 79 (c) of Maharashtra
Municipal Corporation Act, 1949, it was stated.
As per the agenda
note, NMC had invited bids for giving the land on lease. In response,
Giripunje submitted his bid. As per the terms and conditions, Giripunje
will have to pay annual ground rent of Rs 83,750/-. On December 15,
2015, NMC Standing Committee had cleared a proposal to recover Rs
40,15,066 from Giripunje. Later, on April 22, 2015,
Mechanical-Electrical-Projects Committee approved Estate Department’s
proposal to give out the land on lease. Following this, the proposal
came up during general body meeting for approval.
Nod to use land in Raj Bhavan
premises for cultural hall The
general body cleared a proposal for construction of a cultural hall to
commemorate birth centenary of former Chief Minister late Vasantrao
Naik, on land in the premises of Raj Bhavan. State Government had
proposed to construct the hall with seating capacity of 2,000. NMC
general body paved way for construction of the cultural hall by changing
user class of the said land from public ground to public utility under
Section 37 of Maharashtra Regional Town Planning (MRTP) Act, 1966. The
land is in Mouza Jaripatka, Khasra Nos 97/1, 102/1, City Survey number
2478. The total land is 1.44 hectares.
