After
several years, Nagpur Board of Maharashtra Housing and Area Development
Authority (MHADA) has got 5.531 hectares of land acquired under Urban
Land Ceiling (ULC) Act, with as much as 3.673 hectares well within the
limits of Nagpur city. The land is being handed over to MHADA for
affordable housing projects, as envisaged by Chief Minister Devendra
Fadnavis.
Urban Development Department of Maharashtra Government has
issued an order in this regard on Tuesday. As per the order, total
5.531 hectares of land acquired under ULC Act, which was repealed in
November 2006, will be handed over to MHADA for construction of
affordable housing projects for very low income, low income, and middle
income groups. Of this land, total 3.673 hectares is in various parts of
Nagpur city, and remaining is in Nagpur (Rural) and Hingna tehsils in
the vicinity of the city. The biggest of the chunks are 1.311 hectares
in Chikhli Devsthan and 1.03 hectares in Hazaripahad areas of the city.
Urban Development Department has asked the District Collector to hand
over the possession of these lands to MHADA Nagpur Board.
Sources
said that that in past over a decade, MHADA Nagpur Board had not
acquired any land in entire Nagpur Division for affordable housing
projects. As a result, creation of affordable housing was hampered and
ever-rising costs of real estate deprived many of the shelter. According
to sources, there had been a major controversy also over irregularities
in allotmment of lands declared surplus under ULC Act. An enquiry
committee headed by Justice R K Batta also had made certain observations
about Government lands given to MHADA and Nagpur Improvement Trust
(NIT). As per the committee’s observations, 759.29 hectares of land had
been allotted to NIT and MHADA of which possession of only 206.30
hectares was given and only 98.56 hectares had been utilised. Later on,
part of such lands was allotted to societies/institutions for purposes
other than affordable housing. In the process, affordable housing took a
hit in an expanding major urban centre like Nagpur.
Now, thanks to
initiative of Chief Minister Devendra Fadnavis, the Government took a
realistic assessment of the situation in Nagpur and decided to accord it
a priority in creation of the stock of affordable housing. Clearing of
allotment of land to MHADA Nagpur Board is a part of this vision. It is
learnt that MHADA had submitted a proposal seeking Revenue or ULC lands
for affordable housing projects under ‘Housing For All’ initiative of
the Government.
In Nagpur (Rural) tehsil, proposal has been
submitted for making available 10 hectares of land. Similar proposal has
been placed for acquisition of lands at Umred (Nagpur district), Warora
and Brahmapuri (Chandrapur district), and Hinganghat (Wardha district).
In Wardha district, already, 10 out of total 20 acres of land sought
has been handed over to MHADA. In Chandrapur district, MHADA has
recently got 20 acres of land. Utilising the land being made available
to MHADA in Nagpur district, a stock of 4,000 affordable houses could be
created. If all the proposed lands are handed over to MHADA, affordable
housing stock of 15,000 could be created in entire Nagpur Division,
