Maharashtra Govt to create land bank database

 

* Also to launch GRAS payment system for Revenue Department, and Maha Rajaswa Abhiyan across the State from August 1

To get proper details about land available with it, Maharashtra Government has decided to prepare a Government Land Bank Database. This is among several other measures to be taken to introduce technology and improve further the functioning of Revenue Department.
As part of these measures, Government Receipt and Accounting System (GRAS) will be implemented in Revenue Department from August 1. Further, e-DISNIC system will be implemented State-wide. Also, Maha Rajaswa Abhiyan will be implemented across Maharashtra to find out unauthorised non-agricultural permission cases, to issue various certificates, and to achieve the target of making available e-mutation facility at every village by March 2016 etc. All these initiatives are aimed at improving the pace of functioning of Revenue Department and to make it more transparent.
Presentations about the initiatives were made during the State-level conference of Divisional Commissioners and District Collectors at Pune on Tuesday. Anoop Kumar, Divisional Commissioner, Nagpur, attended the conference and made a presentation on comprehensive training plan for Revenue Department officials.
Asked about the new initiatives, Anoop Kumar told ‘The Hitavada’ that GRAS would be implemented for Revenue Department across the State from August 1. So far, this system of electronic payment is available with Inspectorate General of Registration. “With GRAS being used for Revenue Department, there will not be any need to go to Treasury. This will not only save time but also offer convenience to those making payments,” he said. The system was implemented in Pune district on pilot basis, using the concept of ‘virtual treasury’. With the system coming into effect throughout the State from August 1, Revenue payments could be made through branches of any of 26 identified nationalised banks.
It may be mentioned here that the State has 310 Treasury offices apart from 33 others in Mumbai, with separate jurisdictions. GRAS will offer one jurisdiction across the State. One can make payments through Internet banking, counter payment at banks, e-payment gateway including debit/credit cards etc. In 2014-15, total 55,72,110 challans were generated in the State through GRAS in departments other than Revenue. An amount of Rs 35,044 crore was collected through payment of these challans. Of this amount, Rs 18,772 crore was collected through GRAS in Inspectorate General of Registration; Rs 10,813 crore through Excise Department; and Rs 2,091 crore through Regional Transport Offices. GRAS will come into effect in Revenue Department from August 1, and the department has got a revenue recovery target of Rs 6,196 crore in the current financial year 2015-16. 
Another important initiative, Anoop Kumar said, is Government Land Bank Database. Under the initiative, various details pertaining to Government lands will be compiled and updated regularly. These details will include status in development plan, regional plan, approach road, water availability etc. “Once the database is ready, it will serve as a decision support system,” he said. Under the Government Land Management, effort will be to find out breach of conditions relating to land made available to needy persons in olden days for livelihood through agricultural use.

e-DISNIC to be introduced e-DISNIC or e-District Information System of National Informatics Centre (NIC), a web-based district administration portal that was first developed in Kolhapur district, has won appreciation across the nation. Soon, it will be introduced across Maharashtra.
Under the e-DISNIC system, various software modules have been implemented already in Kolhapur district. These include e-RevCourt, a web-based Revenue Course case management and information system for Additional Collector, Sub-Divisional Magistrate, Tehsildar, and Circle authorities. e-DISNIC is envisaged to accomodate wide range of software modules and is paperless in nature as the related data entry can be done and reports can be seen over the Internet.
