* Notices issued as these Gram Panchayats won Nirmal Gram Award but do not have 100 per cent coverage of toilets

Gram Panchayats (GPs) that were honoured with Nirmal Gram Award between
2006 and 2011, asking them to get constructed toilets within three
months. Else, the administration has warned, the GPs would be stripped
of honour and award money.
Confirming the development, Shivajirao
Jondhale, Chief Executive Officer of ZP, told ‘The Hitavada’ that at the
time of sending entries for the award these Gram Panchayats had stated
that they had 100 per cent coverage of toilets. Several claims about
total cleanliness and sanitation were made to qualify for the award.
However, during an inspection conducted in 2012, it was found that most
of these award-winning Gram Panchayats lacked toilets. “Hence, we have
asked them to get constructed the toilets to achieve 100 per cent
coverage in respective villages, within three months,” he said.
Funds
would be made available for construction of toilets, as per the norms.
Now, the Gram Panchayats will have to reach out to beneficiaries, get
them motivated to get constructed the toilets, and use the toilets
regularly. Else, the Gram Panchayats would be stripped of Nirmal Gram
Award and the award money both. These GPs have failed in maintaining
cleanliness and sanitation since getting the award.
The notice is
part of motivating these GPs to take further the goals of Nirmal Gram
Yojana, now re-named as Swachh Bharat Abhiyan. An important component of
Swachh Bharat Abhiyan is making villages free of defecating in the
open, by the year 2019. For the purpose, every household should have
toilets and those toilets should be used.
It may be mentioned here
that between 2006 and 2011, as many as 307 of total 774 Gram Panchayats
in Nagpur district won Nirmal Gram Award. This itself indicates that as
many 467 Gram Panchayats, a majority, in the district did not qualify
for the award that was relating to cleanliness and sanitation. Bhiwapur,
Kuhi, and Parseoni tehsils had a dismal record in this regard with
least number of GPs qualifying for the award.
