Survey to be conducted to find out ‘on-paper’ co-op societies

Department of Co-operatives has decided to act tough against co-operative societies that are running only ‘on paper’. To identify such societies, the department has started conducting a survey up to village level in Nagpur district from July 1.
“The survey will be conducted till September 30. The basic intention is to close down the societies that are functioning only on paper,” said Satish Bhosle, Deputy District Registrar. According to him, several co-operative societies were formed with specific objectives. Once they got registered, in many cases, the founders and directors ignored those. Over the period of years, it has become difficult for the Department of Co-operatives to find out these societies. Many of these societies were formed in the name of housing, entrepreneurship, or for welfare of unemployed persons, water users, consumers etc.
According to Bhosle, several co-operative societies continued to exist only on paper and did not respond to notices asking them to get conducted audits. Now that the department has gone on-line, it is facing difficulty as information of many societies is not available. Hence, he said, the officials and employees of Audit Department will visit villages in Nagpur district and collect the information about co-operative societies, working and non-functional both. The societies that are still working properly, will be asked to fill up proforma regarding details, and those existing only on paper will be closed down with immediate effect, added Bhosle.
It may be mentioned here that Nagpur district has a total of 5,010 co-operative societies as per the records till March 31, 2014. As on March 31, 2015, a total of 3,981 co-operative societies are working. In all, 1,029 societies have been liquidated. Of 3,627 societies that have gone online, as many as 3,501 have been certified.
